President Xi Jinping was hoping to bask in the military glory of a fleet review marking the 70th anniversary of the founding of the People’s Liberation Army Navy (PLAN) on 23 April. Instead, in circumstance perhaps mirroring the esteem in which many countries currently hold China, the event was shrouded in gloomy fog.
