China PLA cyber plans catch-up

The People’s Liberation Army (PLA) continues to struggle to find a role for cyber warfare in its strategic framework, a leading expert has described.

China views information operations (IO) as essential to its military modernisation efforts and cyber warfare is now routinely integrated into all major PLA exercises, according to Nigel Inkster, former member of the UK’s Security Intelligence Service and now Director for Transnational Threats and Political Risk at the IISS on 19 May.
