US defence budget contains modernisation risk

The proposed FY2017 US defence budget includes some risk to programme modernization, Under Secretary of Defense (Comptroller) and Chief Financial Officer Mike McCord acknowledged at a 9 February Pentagon briefing.

McCord explained that the budget proposal attempts to address the so-called ‘five challenges’ of Russia, China, North Korea, Iran and global counter-terrorism, reflective of Defense Secretary Ashton Carter’s desire to ‘prioritise conventional deterrence against our more advanced enemies’.

He added that the focus of the budget proposal was ‘more on the shape that the size of the force’ with an underlying effort to seek the best balance between force structure,
