An international initiative aims to limit the use of explosive weapons in towns and cities - what are the implications for rules of engagement in urban warfare?

The use of heavy explosive weaponry in towns, cities and other populated areas has long been a contentious topic for militaries and governments to navigate in the face of criticism from humanitarian organisations.

Concerns about the risk to civilian life from airstrikes and other actions can have political consequences, with knock-on effects for military procurement and defence exports: for example, US President Joe Biden said on 4 February that his administration will freeze arms sales to Saudi Arabia, citing the ‘humanitarian and strategic catastrophe’ in Yemen where a Saudi-led coalition is battling anti-government Houthi rebels.
