Malaysian auditor takes aim at A400Ms and submarines

The MoD comes under fire for its handling of the delayed A400M aircraft acquisition and the overhaul of Scorpene submarines.

The Malaysian Auditor General’s annual report, released on 10 December, highlighted shortcomings in the MoD’s management of three programmes, namely the Royal Malaysian Air Force’s (RMAF) Airbus A400M acquisition, the refit of the Royal Malaysian Navy’s (RMN) two Scorpene-class submarines, and the relocation of RMAF units from Kuala Lumpur air base.

Regarding the A400M, programme management has not been thorough, with none of the four aircraft meeting requirements listed in the contract. The aircraft were accepted under IOC rather than standard operating clearance (SOC) 1.5 for the first three aircraft, and SOC 2 for the last aircraft.
