Opinion: Modernising Defence Programme falls short

After a year of studies, reviewing, leaked options and rows between Ministers, the MoD’s latest ‘Modernising Defence Programme’ (MDP) Review has concluded, with the headline conclusion that another review is needed. No substantive decisions appear to have been taken yet on the future shape of the British Armed Forces, yet already cuts appear to be happening. What is going on in Whitehall?
