As the Trump administration continues its hard line on Iran and prepares to reintroduce sanctions on Iranian oil exports, the Islamic Republic has returned to a familiar theme: threats to block the Strait of Hormuz. Yet to focus on Hormuz would be to miss the wider suite of options Iran has available to it to raise the security stakes elsewhere in the region and disrupt the oil operations of Saudi Arabia, Iran’s regional rival.
